Vietnamese Party General Secretary and President Tô Lâm has emphasized the need for a stable yet adaptable legal framework to foster investment, economic growth, and technological advancement in Vietnam. During a meeting on institutional improvement and law enforcement held in Hà Nội, Lâm highlighted the importance of laws that provide clarity on rights and obligations for citizens and businesses while remaining flexible to accommodate scientific and technological progress, new business models, climate change, and international integration.
Stressing the connection between lawmaking and enforcement, Lâm pointed out that the effectiveness of these processes should be evaluated based on their ability to dismantle administrative and investment hurdles, lower compliance costs, unlock resources, and safeguard the rights and interests of individuals and enterprises. He called for a thorough review of current legal documents, particularly those that might impede investment and business operations.
Looking towards the future, Lâm outlined long-term objectives for Vietnam’s legal system, including setting specific targets for 2030 and aiming for a state-of-the-art legal framework by 2045. This vision includes the integration of digital data and artificial intelligence, complemented by a professional and transparent judiciary. He also emphasized the need for accountability in policy implementation, specifying that each policy should clearly define the responsible agencies, required resources, conditions for implementation, and expected outcomes.
Lâm further advocated for a shift in focus towards preventing violations and managing risks rather than relying on punitive measures. He suggested utilizing digital transformation and data-driven governance to enhance compliance, reduce administrative expenses, and streamline the resolution of civil and commercial disputes.
The meeting underscored the urgency of addressing obstacles within the reorganized state apparatus and ensuring the effective exercise of citizens’ rights. Lâm’s proposals aim to create a legal environment that not only supports economic activities but also adapts to the evolving global landscape.
